Results for the 2019 survey revealed in-depth statistics across 12 metrics detailing what it’s like to operate a social enterprise in each of the 43 top nations. The nations are ranked independently for each of the 12 metrics. A total score was also given based on insights into the country’s social, financial, and governmental support for its entrepreneurs seeking to do good.
How The Survey Was Conducted
Thomson Reuters Foundation acquired the data by surveying 664 known experts in each of the nations on the list. The experts that participated work in a variety of fields such as social entrepreneurship, academics, investments, and policy-making.
Out of the 664 experts, 45% were women and 55% were men. The slight ratio differences of men to women is purely coincidental and doesn’t reflect any gender-biases during selections. Only countries with at least 12 known and verifiable experts were included on the list. Iran and Saudi Arabia were omitted from the list due to the lack of known experts in the required fields to conduct the survey. The rigorous selection of experts ensures a low margin of errors in the gathered data.

In 2016, the nation ranked #2 overall with a solid lead in most categories except ease of grant funding, access to non-financial support, and ease of selling to the government.
Since then, Canada has improved and ranked the top three for every category except attracting skilled staff and ease of selling to businesses. Despite the bitter winter, Canada scored high in terms of quality of life. It’s also the best place to grow, make a living, and find investments for your social enterprise.

TRUST.ORGAustralia climbed 24 places to reach #2 this year, making it the nation with the most significant overall improvements. It also has the biggest jump in the general public’s understanding of social entrepreneurship from #41 in 2016 to #5 today.
Since 2016, the nation has improved significantly to create a productive environment for social entrepreneurs. It’s also done a great job garnering support from both the government and the general public. This Year’s Biggest Upset

This year, the United States dropped from #1 to #32 overall and lagged in most categories. The country was #1 in 2016 for “Conditions are favorable for social entrepreneurs to start and grow their businesses,” however, this year it dropped to #22. The United States also declined from #3 to #41 in access to investment.
The United States had the most significant overall drop in governmental support and came in last for women having leading roles in those organizations.
This Year’s Biggest Surprise

Pakistan
TRUST.ORGOne of the three countries that made the most progress is Pakistan, leaping from #32 in 2016 to #14 overall this year. According to U.S News, Pakistan scored #73 on quality of life, making it one of the worse places to live. Yet, the nation managed to tie with Canada, Australia, and Finland at #1 for the best places to make a living.
Government support and access to non-financial assistance in Pakistan lag behind most countries. However, the nation scored exceptionally high for women in leadership positions and ease of accessing investment.
